Menu not displaying on Mobile devices

You will notice that when you minimize the website or view it on a mobile device then the menu disappears.
It doesnt even show the menu button.
What can cause this and how can it be fixed?

responsive menu color is the same as logo background and that's why it is invisible. To change menu color, please use below css:
#Top_bar a.responsive-menu-toggle { color: #000 !important; }
