Speed of Counter and Progress bar shortcode

Hi there,
I know there is no possibility to change the speed of the counter and progress bar shortcodes in the backend.
But where do i find the files in the theme files, to do so? I can't find them.

    Hi, where exactly i can find speed for counter? I need slow down the counting. I do not see any speed elements in betheme/functions/theme-shortcodes.php, you can tell me? Thanks a lot.
