Blog post thumbnail ratio and single post feature image ratio

in Theme Options
In Appearence->Blog Portfolio & Shop>Featured Image i have the following settings

Blog and Portfolio: width:750px height:750px
Single Post and Single Portfolio : width:1200px height:480px 

I was expecting that for any new post, the Blog  Post Thumbnail image would be rectangular, but actually is not...
I have also tested the Force Regenerate Thumbnails after changing the settings but didn't work

How should i set different  image ratios for the blog thumbnail and the single post feature image?
