Top Menu resizing in Minimal Template

Hello!
I realized that the top menu in the website I am designing using the MINIMAL Template, Layout full width and the option Transparent as for the logo and the menu, is behaving strange... 
What happens is that if I resize the browser window decreasing the width, there is a point where the menu shifts down on a lower level than the logo position on the page. If I decrease the width more than that, the menu turns out as a burger menu, which is ok.

I ask you how to avoid the unwanted shifting of the menu downward at that specific dimension of the page and how to make sure that I get the right performance (logo and menu) with all browsers and screens.
