Z-Indexing

I can't for the life of me get any elements to show up on top of the previous row, regardless of positioning/z-index of the element itself, the row, the column, etc. For example, getting the "Parking" heading to overlap the section above it: http://riso.zampindustries.com/contact. I am able to use the z-index on elements within a row, but can't seem to make them overlap outside of the row. Any ideas/recommendations?

Unfortunately no, I am using Visual Composer, not the Muffin Builder...

I do not see such an option in Visual Composer.

You have to use a Custom CSS to make this work or try to study documentation of VC
