Local installation doesn't work. How to design website completely before publishing?

It's my first time to do a website with Betheme. I would like to design the website on localhost first and then upload it to the actual server. But to me it seems, that I can't install it locally. e.g. plugins are missing and the requirements are not fullfilled (screenshoots). I don't really know what to do about this since I have no idea what it means or how to fit these requirements locally. Is there a chance to make it work that way so I can first design it before making it visible to the world?

Or: is there a possibility to install it on the server and make it ready without everybody else being able to see it before. And while this just showing the "in progress" page?

Your quick help is very much appreciated.

Hi,

You have to make your server to have minimum requirements.

Just edit the php.ini file to make it happen, also increase your PHP version to 7.

On live server, there is possibility to turn on under construction mode to make your website unreachable.

thank you. I am wondering about the settings of the under construction page. the ogo used in there seems to be the same as in the menu of the real page due to global settings. Is there a way to put another one there?

Sorry but I do not understand you. Describe it greater.

All settings of Under Construction page are in Theme Options > Pages > Under Construction

If you want to put more things there, you have to edit our theme, which we do not support.
