I would like to change the title size to H3 in the blog shortcode. How do I do that?

Hi,

You can change it globally in Theme Options > Fonts > Size & Style.

If you want to change it only in this shortcode, you have to use a Custom CSS.

Pablo explained how to change the size of the heading in theme options. You probably wanted to change the heading type to H3. This is not possible in the theme options, you would have to modify the theme files.
