thicken and give an underline to the title in the footer

how do I give the bottom line and just thicken this part? I tried to change it turned out to affect the others

Hi,

This is all I can do.

Paste this CSS into the Theme Options > Custom CSS & JS > CSS

#Footer h4{
	border-bottom:2px solid white !important;
}

The underline is to long so I try this and it works,

#Footer h4{

text-decoration-line : underline;

text-underline-position : under;

}
