Can't Access Pre-built templates

I de-registered the license from a test site and re-registered it on a new site. The site is registered and active. But I cannot access the pre-built templates. There isn't even a link for it in the menu. When I click the pre-built link in your dashboard I get an error page that says, 
Sorry, you are not allowed to access this page. 

Why?

And how do I get access to the pre-builts?

    Cancel this. I figured it out. A theme setting had it turned off. Thanks.
