Insert COVID-19 Statement

On https://www.docmarciaacupuncture.com/ I need to post per the Governor of South Carolina's Executive Order an Update on the top of the website between the Menu and the Slider updating patients on our compliance of COVID-19.  As you can see, I am using Slider Revolution and then WP Bakery below the slider.  But somehow, I need to insert this at the top of the website.  Any suggestions on how to do that - insert a Text Block between the Menu and Slider?

    Hello,
    You will not able to insert this information between menu and slider.
    But, you can use the "Action Bar" to display this information, it will be above the menu - slim black bar.
    Theme Options > Menu & Action Bar > Action Bar - use the "Slogan" field, also do not forget about turning on the "Show above the header" option.

    Plan B.
    Used the Visual Composer Widget and inserted it at the top of the website in the Content Area... changed settings to Full-Width.  Then added a row/Text Block above that and viola!
