Change BG Color of a single page

I'm trying to change the transparency of the background color of a single page only. I have the body background image in CSS set and I can get it to work when I use dev tools to manually change #Content and #Wrapper background-color to transparent as well as changing "This Element" background-color. But I can't get custom CSS to change it. The part I'm having issue with is in the screenshot. If I manually change under "This Element", it acts correctly but I can't figure out the correct CSS code to select this particular element.
