Can submenu be expanded by default?

Hi there,

Is it possible to have the submenu expanded by default? (I hope submenu is the right word for this). Right now there's a little "+" button that you have to click, and I'd like it to be automatically expanded whenever someone hovers their mouse over it. I attached a screenshot so you can see.

To achieve that, you will have to create the Custom CSS Code, and put it in Betheme -> Theme options -> Custom CSS & JS -> CSS.
