Can't change Header Top_Bar and Action_Bar Background Color

Ok, this looks like have been an issue for many others. I have been reading different topics, many people had such issue but each of them have figured out somehow. Luckily(!) no one wrote an working fix lol

So the problem is, my logo is a little bright to be seen on light background. So i wanted to make top_header and action_bar backgrounds a little more dark, and transparent if possible.

How it looks on desktop :

How it looks on mobile (smaller screens) (which looks great that i want to implement desktop just like this) : ( plus it is just like i want, if I scroll on desktop too. This sticky menu part works well. )
