one page scrolling site navigational markers need adjusting

I set up the navigational menu items at top to utilize markers to scroll user to each section. The functionality of each button works fine, however, the top navigational menu is not reflecting the correct section. The "highlighted" or "visited" link is referring to the section before it. I found if I scroll down just another inch or so, that the highlight or visited link does work. It seems that the marker's position needs to be adjust so that the scroll feature takes use down about another inch or so.
Is there a way to easily adjust this

Please, try to set the sticky header height to zero and check if after that the right section is highlighted in the menu.

I tried it and it didn't work. All that did was change the height of the navigational buttons in the nav bar and made it not centered. It did not do anything to address the issue I am trying to solve.
