User profiles won't allow user images?
I have a basic BeTheme installed, and when editing or creating a User on the site, I see the avatar section for their user image, but there's no button to go select the image from the Library. Why can't I assign an image to the user?

The users do not come from Betheme but from WordPress.
However, if you want to assign the profile picture to the user, you need to do this through Gravatar.

Right, this is the issue. The gravatar link is not present. There is no way to get there to update images.
Please, check if your WP is up-to-date.
Moreover, turn off all of the plugins, and check if it appears.
