issue background color is not apply on template section.

Hi, I have an issue and I couldn't the answer, and please help me.

the issue is, when I add any background in template creation, ( I tested on section and footer ) every time I added a color as background. the background color is won't apply.

this my design I build as footer template:

and publish and update. and I check on the homepage or front site. the result will be like this :

I have no clue, which the setting I missed.
