Import/Export and Pre-built not working

Hi.

I am encountering problems with managing the template. I am not able to use the pre-built options or import a template.

I think it might have something to with the de-registering. I was developing the site locally and have uploaded it to a live site and was not de-registered. Your assistance will be much appreciated.
