For anyone having same issue, on site was used Split Header built-in header style which doesn't have Top Right Bar and never wasn't. So, if anyone else wants to use stuff like carts, login, etc I recommend to use Header Builder to create own header where you can put whatever you like.
Please note that some prebuilt header styles are limited due to different reasons (not enough space for elements, responsive limitations, etc). That's what for we've created Header Builder.

cart icon is available only when WooCommerce is installed. Seems like you didn't installed and that's why it doesn't show up.
Woocommerce has been installed since February. Can we get any help?
