Template Builder shows 404 error

When I enter the Template Builder for example to edit or create a header, I get a error 404. I tried multiple solutions, including saving the permalinks again, however. This didn't change a thing, I was wondering if anyone could help.

    Also, when I try and create a Header, afterwards it is created it will be automatically named "Automatic Concept" any ideas on how to solve this, i have tried almost everything, the one thing i can't really figure out what it maybe could be is the access to the .htaccess file
