Where is "Boder Shadow Hover 10% Blur"

I want the Border Hover to appear when I put the mouse on it. Blur is 10%.

Currently it is boder shadows is 10% blur, there is no border shadow hover option.

To achieve that you would have to write a custom CSS code.
