How do I fix this mobile issue? It is affecting my page speed performance. I tried disabling Parallax but it still loads this whole line block

It loads this way because the full-screen option is enabled for this section. I disabled it and set a few settings in Theme options -> Performance. See the results:

Edit the section mentioned in the PageSpeed message, and in Advanced -> Dimensions, change from Full screen and switch to Default:
