adding anchor link
I need to add an anchor link to a heading element at the bottom of the page. The anchor link is at the top of the page. I don't see where I can add this. And once you tell me where I can do this, would I add "#price" to the field?

You can put it in the link field of the heading element:
To have a smooth scroll effect, go to Advanced -> Custom, and in the CSS classes area add scroll class.
