The sites I have built with BeTheme do not scroll via touch on tablets. The only way to scroll on mobile or tablets is to use the arrows on a bluetooth keyboard. Is there a setting somewhere to enable a scroll bar for tablets?
Sorry but we do not have such tablets so we do not know what the problem may be. Try to turn off "Nice scroll" feature under Theme options > Addons & Plugins > Addons section because this is the only feature we use for scrolling. After that, default scroll for devices should activate. Hope this will help you because we do not have other solution that may help you with your tablets.

do you refer to our demo sites? Because our themes of course scroll on tablets via touch. It works fine.
