Thats exactly it, thats the issue i'm having. I have action bar enabled, and i placed a action button link and title but no action button shows up on my site. The action bar shows up but no button.

Ok, you're right. We see what happen. Action button does not display because you centered menu and there is no space for that button now. Also because you centered menu, you used below css which removes the top bar right section:

.header-stack #Top_bar .top_bar_right{ display:none; }
