Ok. So to change background color for the Top Bar section, please use below css:

#Top_bar { background-color: #000 !important; }

Thank you. I added it to custom css, it but it does not seem to change anything.

It means that you did something wrong or you did a mistake somewhere is css before you pasted this one and that's why above code does not work.
