Getting spinning arrows on contact form

I tried to deactivate all my plugins, that did not work. I uninstalled contact form 7 and reinstalled it, and it did not work as well. Am i doing something wrong ?

Also, my clock icon appears as a chinese character on chrome, but not on firefox and edge.
