Ok... My website is www.service360rc.com/ my big problem is when I change the dimension of the browser... I want to change the color of top_bar when is smaller for example of 767px....
for example the action_bar change its color when the dimension of the windows is smaller then 767px...

Ok. So to change Top Bar background color on mobile, you need to use extra css:

@media only screen and (max-width: 767px) {
    #Top_bar { background-color: #000 !important; }
}

You should paste it under Theme options > Custom CSS & JS > Custom CSS section.
