you can remove it thru Muffin Builder tool. Just go to page edition and under Page Options section you have Muffin Builder tool where the whole content is.
I am in the muffin builder and I don't see what you are describing.
Under options I see One Page, Subheader, Content, Custom Layout, Custom menu... all of those are off. Custom Layout says Theme Options, but when I click on that nothing else is there. Custom menu is set to default.
