Section Options: Separator And Navigation

I have a section with a background image and I am trying to place a "Circle Down" separator under Page Options for that section. I have also set the "Navigation" to Arrows and both items appear, but in the incorrect position. The circle is located at the very bottom of the Section but the navigation arrow down is located about 60 pixels above the circe. Can you take a look and offer a solution for me?
