Hi,
if you mean Action Bar, you can do this under Theme options > Menu & Action Bar > Action Bar section.

To add something like that, you need to modify theme files because without that it won't be possible. Or what you can do is use Banner field under Theme options > Header & Subheader > Extras section where HTML can be used.
