I'd like to add some content to header in the right area. Text and images. For example, social media icons and a phone number. I can't find an easy way to do this without having to hard code all of it

contact details and social icons can be added into Action Bar only what you can do under Menu & Action Bar > Action Bar section.

Can the action bar be moved to the bottom right of the header?

Without files customization it won't be possible.

Can this be done with a background image?

You can try to place banner under Header & Subheader > Extras section where Banner field is but we can not guarantee that this would look as you expect. Of course you must use Magazine header style.
