Icons and slogan in 'action bar'

Can I change the color of icons and slogan text in action bar? In colors I found only background and when I change background for white I can't see icon before phone number and slogan text. And it's getting brigher when background gets darker so why not the opposit?

Ok, so maybe there is a chance you will also tell me if there is css for changing color of scrollbar with Nice scroll Just to change this black element to another color. It would be really helpfull!
