I used the Jet demo & replaced the "subheader icon" for my own image. How do I bring that image to the front so if a section has a background color, it appears in front of it?

to display subheader's icon in front of sections below, you need to define bigger z-index. This could be done with the following css:
#Subheader::after { z-index: 2 !important; }
