Mobile header changes failling

I entered text to use that instead of the typical 3 lines for mobile navigation activation, but it got cut off on the browser, so I removed it to try and restore the 3 lines, and now NO changes I make to the responsive header are saving. Well, they SAVE in the dashboard, but when I view the site in mobile, the changes I saved are not showing up. They DO show up if I view in a full-size browser, and then reduce the width of the full browser to see the Responsive rules engage - I can see the saved changes.  I cleared the cache of ALL of the browsers on my phone, but my phone is not seeing the header updates. Help!!
