#Top_bar .menu li ul li a:hover { color:blue !important; }

Hi guys. My mistake. I already had the css code adjusted with

#Header .secondary-menu {margin-top: -10% !important;}
#Header .secondary-menu > li > a { color: #black !important; }
#Header .secondary-menu > li > a:hover { color: #8cbe29 !important; }
#Header .secondary-menu > li:hover { background-color: #fff !important; }

So I figured it out myself. Thanks
