Header (site navigation) Collapsing when Window is not Maximized

I am interested in preventing the Header (site navigation) from collapsing into the stacked format when viewing my site on anything/ everything from mobile devices to desktops (when the viewing window is not maximized). I essentially am looking to have the site, navigation to always appear the same. I have activated the responsiveness but this has prevented the header from shrinking/collapsing. Is it possible to customize the theme further to achieve this goal?
