You can't do this now because you wrongly made these wraps. The wraps should be like: 2/3 WRAP instead of 1/3 and inside you can put 2 x Inner Wrap of 1/3 size. Then, you can put another 2/3 WRAP underneath.

I can see now. This message means that the problem is on server side. Seems like your host doesn't support wp_mail() function. This can be resolved by your admin/hosting provider only. Regarding your 2nd question, there is no such functionality.
