So, after disabling translaation plugin everything works fine? I'm not sure about the changes made for CSV by WPML. Did you test if the same happen on twenty-twenty theme or other default theme? Thanks

That's because of the padding you applied to the subheader, as I see its 300px on top and bottom. You should use percentage value there, not pixels. thanks
