The issue is that I had the WP Better Security plugin installed that deactivated the default login page options on wordpress. Removed the plugin via FTP and it solved the issue. Can get back into my site now.

I have the same issue. Once I log out of the site, there is no way for me to get back into it as the 'Under Construction' page keeps on coming up.
