The icon bar is showing the icons vertically. Is there any way to get them to show in a row (side-by-side)? I know they were previously, but recently started showing on top of one another.

You have pasted the shortcode into a text-widget, that is fine but you have also switched on the option to add paragraph thus every item is in a new line.

Forgive me for asking, but I don't have that option for either the widgets that are displaying the social icons (sidebar or footer).

Yes, because wordpress disabled this options since the new version.
Please just add the shortcodes without any space between them.
