It's made with Betheme but I can't really tell if it's registered or not (older theme).

it uses version 13.0 so it is not registered, you should download betheme from his themeforest account with the license key in pdf and register the theme.

Does that mean they were using an illegal theme? What does the version have to do with this?
Also...I can't find the panel that allows me to registrate the website.
it does not mean that the theme is not legal.
We introduced the registration system in version 20.0 so you need to update the theme to the newest version in order to register the theme on that domain.
