Exluding blog category also from the navigation buttons?

So the blog setting exclude category works well. But I notice with the next / previous navigation buttons, posts from the excluded category still show up.
Did I set something wrong or overlooked a setting?

the exclude category works only for displaying the posts from the blog page list.
It will not work with the post navigation.
