Actionbar - can you make it sticky on the top? And align center -> social icons position problem

i haven't found an answer yet.
1.) Is it possible to make the Actionbar sticky on the top of the page?
So if people are scrolling through my website they will always see above some call to action "call me if you have any questions xxxx"
2.) I changed alignment of the Actionbar to center. But then the social icons go somewhere else and won't stay in the same row
i changed following in Custom CSS:

to theme options>header&subheader>header and use the style
"fixed" this way the whole header will be sticky.
My problem is that social icons are moved to another row instead of staying in the same row as the action bar itself.
When i didn't center the actionbar the social icons were still in the same row.
Only if i center the actionbar the social icons are moving below to another row -> like in this screenshot: https://ibb.co/mGwH0z
Did you solve the problem?
I meant, to change the color of these icons you wanted to fix, because yesterday nearly every icon was issued.
