issue is simple

betheme offer their client to make betheme white label mean's no betheme branding but after doing this pre-built template import feature has been disable automatically

Hi,

Do you have Child Theme enabled?

If yes, change it to Parent.

Disable all of the plugins, clear cache and check it again.

Also, be sure that your theme is up to date.
