Hi,

Yes, it can be - but only with CSS and it does not look good.

Also, with the dark background, the links(after hovering) are not visible too.

can it be if transparency is made 50% so it's not too transparent? and does it work with links on the black background?

With 50% transparency on the black background it looks fine (as I said), but the problem starts with hovered items.
