Secondary Menu

I would like the items on the secondary menu (1.) to look like the action button that you can put beside the search bar (2.). I have added a picture of what I want below. Can you please tell me  how I can do this? It would be great if this area could be widgetized.

    Actually I'd really like if I could add widgets to the action bar. Is this possible? I want something with the functionality of the sliding top but that always appears on the website. Thanks.
