Yes, this is normal behavior because if you want to hide all of the informations of theme, it has to hide the pre-built website too, because there is a lot of our logos and informations.
If you want to use the white label code, please make your website finished first and then turn on the white label.
Also, you can hide the 'pre-built websites' option from BeTheme too, just go to the Theme Options > Global > Advanced and just disable it from the theme functions section.
