Sliding Top stay on top of Site

Hello,

I would like to have the sliding top always on the top of my website, even if i scroll down.
Right now it disapears as soon as I scroll down.
Is that possible?

We do have the login and some membership connected things in the sliding top.
Thats why we want it to be visible even if we allready scrolled down the site a bit.
