Some of my BeTheme downloads had Gravity Forms included while others did not. Does it depend on the pre-built websites I installed? Do I need to purchase Gravity Forms directly to add it to other sites?

I do not understand, if you are asking for the license of that plugin, you should check it here:

As I see, the 60$ license is for one site only.
