Hello,
1) You have to change the order of displaying builder, you can do it in the Theme Options > Global > Advanced

2) You want to click the menu item, and redirect to other page with the same section or you want to have different menu?

So, you have to link your anchor like "/#anchor" not "#anchor" on menu items link.

If it's on homepage, make the link '/#anchor', if it's on some page, please provide the '/pagename/#anchor'
